Leaking tap

My outdoor tap has two outlets. One is connected to my irrigation control box (currently removed to protect it from the winter frost - it is a basic device that is connected to my phone via Bluetooth). This outlet is constantly dripping. No leakage from the front outlet used for general gardening purposes and connecting a hose.
