Replacing old underfloor foil insulation

We need to get the old underfloor foil insulation replaced as it has deteriorated. The area is fairly small - about the size of a small room (most of the house is on a concrete slab) - and does get tight in some areas. The space isn't enclosed and we'd like to know whether a polythene groundsheet is needed (and if so, get that installed too). We'd also like to get our ceiling insulation checked at the same time.
