Ceiling Insulation Removal and Replacement

Hi there, we have a ceiling that has been ticked as exempt on the Healthy Homes requirement: "Ceiling insulation is exempt as unable to access due to: Space too low to safely install" It's a 1960's ceiling, which in certain areas, only has 30cm clearance. Nevertheless we still want the old insulation removed, then replaced with either a pumped in, or alternative insulation solution. See attached details from our Healthy Homes report, detailing with pictures the state of the ceiling. Either way, I suspect an initial inspection would be worth doing. Thanks for viewing.
