Underfloor ins in basement

I would like to get some underfloor insulation installed in my rental property. It's a Keith hays box, on poles. The area in which it needs to be installed is above the garage. Probably around 50m2 (est) There is currently silver paper but it has rips in it. Would like to get the paper removed and replaced with something else. Thanks
