Put in insulation and false celing

Need to tidy up the converted garage (legal) ceiling with better insulation and false ceiling. It's like a sauna in summer so need to try and make it more comfortable. Measurement are approx 5.5m by 3.9m and has the bearers running the width. My thoughts are to put batts up against the current ceiling and then put in jib on the bottom of the bearers, paint and put in LED's etc. But open to ideas on how best to do it. Need an approx cost and time frame so can work in with tenants. Cheers
