Fix and install some extra insulation

I am looking for someone who can fit in a small insulation job. I had this rental property fully renovated and insulated in 2014 but the tenant says there is mould around the light fittings and in the corner of her bedrooms. My handyman says we should put some more insulation in those parts of the roof to keep it extra dry. There is also no building paper under the metal roof and it would be great if you could work out how to add an extra layer somehow to keep the unit warm and dry. Thank you!
