Inspection report needed for tenancy insulation requirements

Needing a written report for current ceiling insulation not meeting the 2016 code for tenancy. (NOT the new July 2019 code). Currently has fiberglass insulation in ceiling space. Definitely not meeting the requirement as the insulation is "wavy" (not uniformly padded all across). Presumably in original condition since building was built. Access to ceiling is clear, via internal garage. 80sqm, 1980s brick/cement roofing home. Needing ASAP, ideally by end of 22/June/2019.
