sinking floor boards.

I have had a foundation inspector come look at the property. The foundation is great. However, as seen from under the house, the particle board has swelled, rotted, and slowly sank. This sinking is east to see from inside of the house. I need an inspector to tell my why this has occurred and an estimate cost for fixing the issue so i can send to insurance.
