Property pre sale inspection and report

Hi need a thorough builders report including moisture testing on a property as part of a sale and purchase agreement . The property also does not have a code of compliance which the council is ok to review should the building report pass muster. I can provide prior one from the vendor as would need an approx cost also for any jobs needed so we can made a final decision.
