Radiator heating

We have a radiator system, - 11 heaters drawing upto 25 kw-with a Buffer tank which is under powered buy a fire stove-26kw max but running the fire 24/7 is inefficiently im guessing putting 13kw into the radiators we have the Buffer tank and 2 other hot water Tanks in the house which are drawing a lot of electricity. We have Solar with a dump switch on power which also contributes We were thinking along the lines of putting a swimming pool type heat pump in the lines to heat the radiators and hot water and with an efficiency rating that would lower our power bill-keeping the fire in the system to boost it as well Hope this makes sense.
