Media heat pump not working

An electrician checked and found that System was faulting on the P24 error and here are the notes System was faulting on P24 error. Looked up error and found a number of possible issues including over current, over charge etc. Opened up outdoor unit . Connected gauges and found no pressure. Checked service valves and found them closed. Looking for someone to fix the issue.
