Air con fan not working

We noticed that there was no cool air coming from the inside unit and then noticed a slight burning smell. Checked the outdoor unit and the fan is not turning. We can turn the fan manually though. Would like someone to come and check it out and let me know what the problem is and how to resolve including costs.
