Heated towel rail faulty

Hi there We've got a towel rail at our house which seems to turn on and off by itself, randomly. There isn't a switch to control it besides the wall socket switch, which we leave on. There's no timer or anything else to control it. Wondering if it's a wiring problem that's fixable or if it just needs replacing. Cheers Nick
