Repair Leak in Ceiling and Connected Deck

There is a massive hole in the ceiling that is at the entrance of the house. This part if the ceiling is connected to the large upper deck. Whenever it rains, it leaks terribly in the entrance way, buckets are required to help prevent slips. The wood in this area of the ceiling is rotting, an eye sore and likely a health Hazzard too. The Deck itself is also in desperate need of repair. The stairs are a death trap and are nearly ready to fall off. I think both jobs need to be completed at the same time. This leak has been addressed several times over the kast 20 years and nothing has been proven a permanent fix.
