Mould under sink cabinet — covered up, not properly fixed

Hi there,
We've got mould under our sink cabinet that needs sorting out properly. A previous contractor tried to fix a leak and it did reduce the leaking, but there's still a small amount coming through. Rather than removing the mouldy board underneath, they just put a new board on top of it — so the mould is still there, and we're worried it's affecting air quality (a family member's been getting headaches).

What I need done:

Remove the top board to get to the original mouldy one underneath
Take out and dispose of the mouldy material properly
Treat the area so the mould doesn't come back
Sort out the remaining small leak
Make sure everything's completely dry before putting a new board back in
Refit a new board once it's all sorted

I'd really appreciate someone who's dealt with mould and leaks before, not just general repairs.
Keen to get this fixed properly and not just patched again.
