Outdoor handrail repair on Plaster wall

Hi, I have a set of handrails outside my deck area which is attached to a plaster wall. The anchors are coming off the wall (see photo). Keen to get someone to help me repair this. I am open to ideas for instant , shift the angle support to a new location and patch up the holes if that is the better way compared to patching up the hole and anchoring into the same spot.
