Replace staircase baluster and secure rail

We have spare balusters - we need one replaced and the rail secured. The rail has also had a long strip out of the side chipped off (the previous owners look like they’ve blue tacked it on, you’ll see what I mean in the photos) we just want the rail to be safe again so the rail itself might need a sand if it’s sharp also.
