Flagpole Lift

I have a new 10 metre aluminium flagpole. This needs to be lifted off the ground and placed on a concreted in spigot.This spigot is concreted in and it's top is 1 metre above the ground. Why I need help is because it is difficult for me to lift this 10 metre flagpole up high enough to place onto the spigot. The instructions say you can do it with 2 people. It is an area near a fence behind my house. There is no drive away access for any mechanical aids for lifting. Can you help each with putting up this flagpole.
