Heated towel rail install

Looking for someone to install a heated towel rail in a ensuite against a tiled wall. (already renovated except for towel rail!) Not sure if we need an electrician, carpenter or tiler, probably a combination of all 3? Not sure how the electrical bit will work either since the walls are already tiles and therefore access to electrical feed may be an issue. One good thing I have some spare tiles so if they need to be removed/broken we can replace. One potential problem there is probably plumbing running somewhere behind the the tiles for the toilet, but I think it's probably not where the towel rail needs to go (current position in photo but off the floor)
