Window and frame replacement

My house was built in the 1950's with wooden window frames and glass. The windows open outwards. One of the kitchen windows is broken that although I have opened it it will not close. I have a door in one of the bedrooms which opens to the outside of the house. The bottom of the frame is beginning to rot. What can I do? From the sitting room the ranch sliders have been replaced with double glazed metal frames, with a pet door in it, which I don't need a pet door in.
