Window needs replacement

The builders who renovated the house before I bought it did a really bad job with a window that's in the living room, they added silicone straight to the window without any framing so the glass is broken and needs replacement, plus the window needs a new frame. It's a relatively small window (bottom window) however the photo I took doesn't seem to upload properly on here so there's no photo unfortunately.
