Issues with glazing and rotting window sill

We live next door to a construction site where screwpiles were installed - this caused significant vibration damage to our home. The windows have a strange film to them now - see photos. Window installed 9 years ago has failed due to dodgy flashing. Needs to be removed, new flashing made up and fitted then re installed to code by a LBP. Window measures 2.8 wide X 1m high double glazed and is 5m above the ground so will need scaffold. Good site access.
