Garden Maintenance - one off

I have two road frontage borders which have established trees and agapanthus in them. They also have very old weed mat, what remains of bark (probably from last century) and a goodly number of weeds. I want to get the weeds removed, the borders re-weedmated and new bark put over the top to make them a lot lower maintenance. I want to keep the agapanthus and established trees and bushes so will be a weedmat-around-existing-stuff job.
