Spraying and clearing overgrown garden, gorse

Hi, We own a property where the back half of the section is a slight gradient bank down to the next properties below The bank and planting area was supposed to be maintained by the council/developer by easement for 5 years. We were overseas for years 2 and 3 and unbeknownst to us, it was not maintained by council/developer (no surprises really). We are now left with an overgrown mess. Am wanting a big spray to kill all the gorse and weeds and then cleared. It's a rectangle shape about 12m wide by 4m deep. The rest is the below properties responsibility Quite difficult to make out in photos but have attached 2 Thanks
