Plant bed (frames need re-done, makeover)

Posting again as im hoping to get several quotes.. dont really have a budget yet as i dont know how much these things cost. Looking for someone to come and give this area a makeover that it needs as its the front of our home. The frames need replacing with a durable material. Wanting it to be a low maintenance garden. This area is 2.7x8.6m.
