Dead Ivy foliage/stump removal

I have a small area of Ivy that has been cut down to its roots, it has been sprayed numerious times and now the dead foliage remains. The area is aprox 5m x 2m the ivy was growing over an old wood shed we had. There is one large stump and the rest of the area is just small roots/dead foliage that has been coved with ply for time being as seen in attached photo. At this stage I just need the remainder of the ivy foliage/stump and roots removed so there is no Ivy grow back. I would like to plant something like queen palms in this area once the ivy is removed to increase privacy so possibly may need new soil in this area also etc I have a few garden jobs that I will need quoted but at this stage removing the Ivy is my main priority.
