Remove weeds from lawn and grow a healthy green lawn full of grass #2

Not exactly sure but from research, these are what needs to be done: 1. Remove/Kill the weeds 2. Apply moss killer 3. Rake the weeds and remove from lawn 4. Apply lawn builder 5. Add grass seeds 6. Liming the lawn? Is this required? Timeframe: As soon as possible. Someone should be at home around 8am-8pm every day so if you could come over to have a look and give quotes, that would be perfect.
