Clinic room concrete floor restoration before carpet laying

This is a downstairs room (5.5mtrs x 3 mtrs) that is being converted to a home clinic. When the carpet was lifted we found some damp areas plus the layer of concrete that had been laid over the floor slab to level it has delaminated and is cracking. The delaminated concrete needs to be removed and then re-leveled so that a sealing coat can be applied (either as part of this work or we can apply the sealing coat). This was unexpected and is now holding up my business from reopening, so I would like it to be done as soon as possible - within the next fortnight to 3 weeks if possible.
