Particle board floor prep - smooth and level

Require sanding / leveling of our particle board flooring (living, dining and entry areas approx 40sqm). We've removed 2 different types of tiles plus carpets, there is some tile adhesive residue and small gauges where particle board slightly ripped up. We are preparing to put down looselay vinyl flooring and needs to be smooth and flat. Seeking advice!
