Floor replacement

One of the rooms in our house seems to give off a foul smell despite getting the carpets commercially cleaned. There is likely an under flooring issues (ie. water or rotting floor) underneath the carpet. We would like someone to do an inspection and advise the best option. It may likely need the carpet removed and the flooring to be replaced.
