Existing concrete floor levelling and sealing

We have an old garage that has been converted to a minor dwelling but the concrete floor is not level and looks like it never had any moisture barrier used during original construction. We are looking to correct both issues as part of a larger renovation. No council consent is required as we remain within the same footprint. The structure will be stripped back to the framing in order for this to occur. The size of the floor is approx 52sqm. We are looking at start date within the next month. The site is in Kawakawa Bay.
