Floor packer 2

We want to install new carpet in our house. However the flooring is out of level in the lounge due to sunken piles. The house is old. Would like to bring the floor back up to level. I'm not sure what state the piles are in or if they need to be replaced. Ideally, we just want to pull up the floor boards, pack to level, and then install new carpet. Also replace skirting. We want to keep the budget down so we could use ply instead of floor boards if needed. We want to get this done ASAP.
