Fire alarm system upgrade from type 2 to type 4

small 2 story building. ground floor : sushi restaurant(7 tables), 1st floor ; Living area(3bedrooms). Status: unable to move in to living area because currently type 2 alarm system installed. Need to upgrade the alarm system to type 4 to move in the living area.
