Wooden gate required

We need a wooden gate ( might include a bit of fence too) between our deck and the next door neighbors fence. The dimensions are roughly 2.4 long and 1.4 high. There are two concrete posts either side...so may require one concrete post in middle for gate. Open to suggestions on how it will work best. Gate needs to be child-proof and dog proof. See photo attached. No urgency...but be good to get it done.
