Fishing Bracket - Welding Job

Basically, I purchased a fishing bracket for a downrigger to be attached to a boat using the rod holder. However, the downrigger bracket currently faces off the back of the boat when put in the rod holder, but needs to face off the side of the boat. To fix this, the bracket needs to be cut off, spun 90 degrees to the right and welded back on. The photos will make more sense.
