Gutter cleaning & borer

Gutter has overflowed into the house through the ceiling on a bad day this week, other times it has just overflowed straight over the top and onto the path below rather than gling through down pipe.

Borer bomb was used in January but still having dust forming under beams, probably needs a borer bomb in the ceiling??
Owners are based in Canterbury, and rented out to our daughter who has yold us about the issues.
