Exterior house & window wash

Looking to get the exterior (including windows) of our townhouse washed. It is cantelevered and so access is not straightforward. I've attached a photo showing the far side which overlooks a reserve. We'd also love to remove the privacy screen from our balcony as it blocks light (and privacy is not an issue). The bolts look straightforward to undo, but again the access/height would be the issue. Open to ideas/suggestions on whether we can make this work! Once we get a feel for feasibility/cost, we could ask our neighbors (there are 8 units total) if anyone else is looking for a house wash in which case there might be opportunities for additional/future work at the same location.
