Flattening section prior to landscaping

I have an approx. 12m*5m sloping section at the top of my property that I would like flattened and compacted in preparation for landscaping. This is sloping section with a new retaining wall at the bottom of half of it with other half naturally retained by trees and agapanthe. Two shrubs in middle of section to be retained. Looks like no earth removal is required and can be completed by transferring earth from top of slope to retaining wall side. Access to site is up 40 steps via a pathway that is approx. 1.5m wise.
