60x20m area in paddock made into a flat riding area.

I would like this gently sloping area in our paddock to be made into a flat riding area.
Top soil to be scraped off, under layer scraped into a flat area and contoured away so water will drain off and then top soil reinstated.
No fill or soil needs to be taken off the property.
