Dig a channel which a) slopes the land away from the house so that water does not gather below it, and which b) tracks the water out to the roadside gutter. The photo below shows how rainwater flows under the house (from the rear of the house, from under the deck, and from the left side of the house). Much of it pools where the circle is. Once that little pool overflows, the water then spreads out under the rest of the house. Myself and my builder friend would remove the deck to allow a small Bobcat type excavator machine in to that area. (I am new to Builderscrack and my initial advert did not have an "expected cost" - hopefully this provides a better ballpark figure)!
