Dig a channel which a) slopes the land away from the house so that water does not gather below it, and which b) tracks the water out to the roadside gutter. The photo below shows how rain water flows under the house (from the rear of the house, from under the deck, and from the left side of the house). Much of it pools where the circle is. Once that little pool overflows, the water then spreads out under the rest of the house. Myself and my builder friend would remove the deck to allow a small Bobcat type excavator machine in to that area. I was hoping I could get a quote from you.
