Install conduit under path

Getting fibre installed and Chorus want to do bare minimum and cut through concrete path. Would rather go under it. Approximate distance 3m and 300mm (if possible) under path, raised garden and aluminium fence installing conduit for Chorus to feed cable through. No access for machinery.
