Clearing or Reducing Excavation

Hi, There is an excavation at the back of my home which I want to reduce to a minimum to have more space for lawn etc. its dimension is about 22 meters long, 6 meters wide and about 1.2 to 3 meters high. it has two retaining walls each is 1.2 meters high. Both can be installed at the new location after clearing space or these two walls can be replaced with one about 1.8 meters high etc. It may require approval from the council or engineer report for this project. I am looking to start this project at end of Nov. Need some proposal with costing.
