Fill In Pool

We want to FILL IN our swimming pool with suitable fill. It is an inground concrete pool 5m x 6m x 2m deep (approx). This will involve breaking/drilling holes in the base of the pool to allow for drainage and then filling it up with rocks/aggregate/dirt. (This will have to be obtained). We are still thinking about it but may like to leave it a bit sunken so we have a "sunken garden area". There may be some kind of consent needed to do this. We don't know so would appreciate advice from someone who does!
