Adding one electrical circuit for a fridge freezer

This house needs a circuit added and a wall power socket for a (second) fridge freezer. The meter board is fairly new (2019), house is single storey wood with good access in the ceiling space, The wall has no dwangs so cable run should be easy. I've got a new PDL socket (leftover from a previous reno) that can be used. The main complexity will be adding the circuit into the meter board area (so a photo of that is attached). I haven't attached a photo of the target wall for the socket because it just looks like a blank wall.
