Install Ceiling Fan

I have a new Arlec 120cm 45W ceiling fan that I'd like installed on our 4.1 m high ceiling. I am thinking to minimise cost it can be wired into the cable between two existing lights (see the photo) becase it has a wireless remote to control it, but am open to your advice about the legality of this. As you can see in the photo there are skylights near the ceiling position to provide a stable position for a ladder, and I have a solid aluminium extension ladder that should be suitable, but of course you are welcome to bring your own. There is onsite parking and easy access to the house, and I will be here during the day and available to assist if necessary.
