15amp outlet and sufficient breaker required

I upgraded to a large "single phase" compressor and upon receiving it found it is using a 15amp plug that may require a ~30amp breaker to function (it draws 17.5amps and 22amps on startup), my entire house looks to have 20amp breakers but not sure, I would like a sufficient 15amp outlet to replace the 10amp outlet currently by the compressor on the far side of the garage, or if easier/cheaper to replace the outlet closer to the wiring from the fuse panel outlet, I have 2x outdoor 15amp plugs for a spa pool that I could use with an extension cord if wiring is already sufficient for the upgraded breaker, but looks to only be 20amp at the panel for them, really need to know a price asap as to either book for this week as I am off Mon-Tue, or to save for the work, pictures try to show where everything resides, 2 story house, internal double garage, compressor specs/amp requirements in photos
