70's house needs a review

Hi, We recently bought a 70's and I'd like the wiring checked including the power box. There are some plugs in the garage that don't work and have black marks on them, so this could be a wiring fault or the last homeowner overloaded the plug etc. Can you also review if the existing circuit breakers can be increased to a hire AMP rating and if additional circuit breakers can be added to the power box? Additionally, is there a legal limit on how much electricity a residential house can use before council consent is required for expanding/upgrading on existing resident wiring. Also, how simple is it to install/upgrade a 10-30+ amp plug inside the house? These queries are due to me wanting to generate profits buy using electricity and am wondering what are the safest limits before starting the process. Please note that the 2nd paragraph is for information and quotes only as it involves a project that I'd like to complete before the end of 2021, which will so help keep the house's wiring future proof.
