Flicking LED lights at peak hours

I have a house that is about 10 years old. I have alot of LED downlight in the house. During peak hours the lights flicker for a minute or two and buzz. Ususlly around 7am, 6pm 8pm etc. I've had an electrician out and he confirmed and tightened all fightings,plugs and was unsure of the cause. The power company also tightened wires at the road. I believe I may be affected by ripple control (i dont have a hot water cylinder, I'm on gas) and believe I may need s ripple control filter installed. This is just my guess from googling .after an electrician to provide input, confirm that is the case and if required install a filter
