Telephone cable

We need to disconnect and remove the overhead telephone cable between the pole at the top or the drive and the house and then connect an underground cable that was installed by the previous owner at the pole and the house. I have tried Chorus who said call Vodafone, then Vodafone said call Chorus. Need to find an independent.
